the Ambulatory Surgery Center Association. This disparity is largely due to the
Health Information Technology for Economic and Clinical Health (HITECH) Act of
2009, which provided financial incentives and imposed penalties for
non-compliance on hospitals and physicians, but did not mandate EHR adoption
for ASCs. While this has slowed uptake, the low penetration rate also presents
significant untapped opportunities for ASC software vendors.
North
America Dominates the Global Market
North America accounts for a substantial share of the
ambulatory surgical center software market, driven by a high concentration of
ASCs, a growing volume of outpatient procedures, relatively higher adoption of
digital solutions, favorable reimbursement policies, and a high prevalence of
chronic diseases requiring surgical intervention. In the U.S., the number of
Medicare-certified ASCs increased from approximately 5,200 in 2011 to 5,500 in
2015 and nearly 5,800 by 2020, with total ASC facilities estimated at around
11,800.
Reimbursement reforms have also supported market
growth. Previously, ASC procedures were reimbursed based on the Consumer Price
Index for All Urban Consumers (CPI-U), resulting in lower payment rates.
However, from 2019 through 2023, the Centers for Medicare & Medicaid
Services (CMS) transitioned to using the hospital market basket update for ASC
payments, improving reimbursement levels and further encouraging ASC expansion
and software adoption.
